The former Smiths front man's distinctively conversational moan remains intact, surrounded by the expected chiming guitar rock. But while he displays a laudable social conscience on songs like "America Is Not The World" and "Irish Blood, English Heart", he does so at times with the prosaic poesy of an indignant junior-high book report.
