Yes of course Johnny is a songwriter, as is Morrissey. Johnny can speak intelligently about the music he composes and is willing to do so. Morrissey, not so much. Also, has Morrissey ever had a sole credit for writing a song? Johnny has many.

A song is a lyrical composition performed by the human voice. For The Smiths that was Morrissey. Johnny composed the music. He created some truly wonderful music for The Smiths.
Johnny has written songs as a solo artist. But to describe them as 'great' is pushing the bounds of English is it not?
