It's the usual Daily Mail style inf0-dump article, just with a couple of pics of Morrissey in a rented Mini, in LA.

Morrissey put on a low-key display as he was seen sitting in his car as he headed out to do a spot of food shopping in Los Angeles on Tuesday.

The singer, 63, cut a casual figure in a salmon shirt as he lounged in his black vehicle before sending his assistant into Gelson's to pick up some groceries.

He shielded his eyes from the bright sunshine with an oversized pair of brown sunglasses and wore his silver locks in a natural style.

I have it on good authority that Damon is the real talent in this relationship. He's the one who writes all the songs, and records the studio vocals. He's just incredibly shy, so he hires his assistant Morrissey to go out and play the role of 'rock star' and mime all the lyrics, whilst Damon performs the actual vocals backstage.

This happens all the time. People who want their name in the news inform photographers that they will be at a certain location at a certain time. The Daily Mail has to fill up a lot of space every day and this is an easy story that enough people care about to make it worth it. And he does benefit from this being published because people seeing his name and photo are more likely to buy a download or play a song on Spotify.
Also it says at the top of the story that he has announced a show in Ireland.

The paparazzi do hound some people but there are lots of people that call them ahead of time because publicity means public awareness and that is money.

Look at the Kardashians. A couple of them are billionaires and they don't do anything except make their lives into publicity and sell lipstick and spandex.

Also if you look at the picture maybe he's just having a good day but he looks a lot better than in some pictures we've seen that were definitely not arranged, such as the one where he's leaving that bakery a few months ago.

I don't know if he has PR people. Have to ask @Vex about that. But doesn't that seem like a thing Sam would do?

I have no evidence either way but it's not like he's being stalked like Britney or Kanye.

The same newspaper that, after the death of Princess Diana, loudly announced it would not be publishing paparazzi pictures any more. By which they clearly meant "until the heat dies down and everyone forgets we said that".
